Question

I was fighting Ho-oh at the top of Bell Tower and when it ran out of moves, Struggle was used. I don't know if Struggle is even a move, and Ho-oh can't learn Struggle. How did it use it?

Struggle is move that has to be used when a pokemon runs out of PP for all of it's other moves unless you switch pokemon or use a item that restores PP. For more info. on struggle go to http://pokemondb.net/move/struggle
