Are Level Balls good against legendaries?

In most cases, no. Level balls are used to capture 'weak' pokemon or low level pokemon. Most legendary pokemon are usually over level 50 so it would be impossible to get the x8 catch rate effect. The minimum level for a pokemon to get the x8 multiplier is level 25.

The *catch rate* is 8x when your Pokemon's *level* is 4x that of the wild Pokemon (I know, confusing). So if you had a level 100 Pokemon, the wild Pokemon would need to be level 25 or below. You can still get 4x catch rate if you are at least twice the Pokemon level.
I agree, although some Interactive pokemon would be good, like Zoroark, who is only a level 25, or Latias/Latios in HGSS, which are only level 35's. Also, Raikou/Entei/Suicune (level 40) although I dont suggest it.

Level balls are good on every pokemon if the pokemon is a lower level than the pokemon you are using so, it depends.
