I caught a Tangela whit the move Ancient Power, why did it not evolve?

Look Tangela needs to level up while knowing the move Ancient Power, and giving it a Rare Candy could also help.

It needs to level up while knowing the move Ancientpower. Level it up, and it should evolve into Tangrowth.
