Who is the Glitch Trainer?

I heard there was a Glitch Trainer in Gen I. Who is this trainer, and how do you get to battle him?

There are 3: Jacred, Professor Oak, and Chief.
Chief doesn't have a programmed party, Professor Oak does, and it has like lv 70, give or take a few levels, Pokemon in it. Jacred does have Pokemon, but the game will usually freeze when he sends out the first one.

There are more than those three. You can battle random glitch trainers by doing the ditto glitch and the old man glitch. These glitch trainers use glitch pokemon. Be careful trying to do the ditto and old man glitch.
