if the eon pokemon in pokemon ruby/sapphire/emmerald (latios/latias) is shiny will the message in the tv say..

that there's a golden/green flying pokemon arround hoenn or it will be normal

It will be NORMAL.
You don't know it will be shiny until AFTER the encounter. Besides, you can save after the announcement, and keep reopening the game until Latias/Latios is shiny. The TV has no control over shininess.
