Question

Well,the question says it all but I can tell you a little bit more. I have Black version and Dig isn't an HM even though it can be used to get you out of caves,dungeons,ect.. I don't know why.

Becuase Nintendo thought that it wasn't that useful and that it wouldn't be used very often, so they just put as a TM.
