While Ash was battling three people to get into the silver league, Brock said that it was a ground type. Why?

Just like in the following episode where Macey has an Electabuzz left and  Brock calls it a fire type?

Yep.
There are loads of errors made through dubbing. If you go on a episode summary on Bulbapedia, they have a section dedicated to errors.
