What is the possibility of not moving when a pokemon is paralyzed and how is it determend?

There is a 75% drop in speed, as well as a 25% chance to do nothing on the turn and be paralyzed.

Actually the speed drop is TO 25% of the Original base speed, so it is a 75% drop. Source: I am the SPEED freak. Also if you wont take my word for it http://bulbapedia.bulbagarden.net/wiki/Paralysis_%28status_ailment%29

there is a massive change in speed each time I get paralized
