Does it attack the next turn, does it bypass the Truant ability, or does it just not work?

Solarbeam will simply not work at all. It would charge then get cancelled when Slaking is loafing around.

However moves like Hyper Beam would be good because you rest on the second turn, so Slaking will rest on the same turn he is loafing around.

Hyperbeam is better then Solarbeam! it's not a wasted when it's abitity is truant!
