Here are four movesets, in order from best to worst:

1. Sub and Kill: Leftovers

Calm Mind: Increases Raikou's special stats.
Substitute: Allows Raikou to safely use Calm Mind.
Thunderbolt: Good power, high accuracy, STAB, chance to paralyze.
Shadow Ball: Good power, high accuracy, decent chance to lower Sp. Def, deals with Psychic types.

1. Calm Mind: Leftovers/Quick Claw

Calm Mind: RAises special stats.
Thuderbolt: Same reasons as before.
Shadow Ball: Same reasons as before.
Extrasensory: Good power, high accuracy, chance to cause flinching.

1. Movie Raikou: Damp Rock

Aura Sphere: Good power, doesn't miss.
Rain Dance: Helps Thunder and Weather Ball.
Thunder: STAB, high power, good chance to paralyze, with Rain Dance has 100% accuracy and a 25% chance of breaking through Protect and Detect.
Weather Ball: High power with Rain Dance, high accuracy, with Rain Dance is a Water type attack which can deal with Ground types.

1. Minor Rain Dance without movie Raikou: Damp Rock

Thunder: High power, STAB, good chance to paralyze, with Rain Dance has 100% accuracy and a 25% chance of breaking through Protect and Detect.
Rain Dance: Helps Thunder.
Calm Mind: Increases special stats.
Swift: Decent power, doesn't miss.

i really love that raikou movie set one :D i wanna give that one a shot with mine, itz barely level 32 though but when itz 100, it shall be a beast ^^ lol

I'll try it
Rain Dance and Thunder are good strategy and recommended! the other could be:
Calm Wind - raise special stat
Crunch - good power and accuracy, chance to reduced sp.def.
