What is a Scarfogre?

Blobyolo has it in his Pokemon League banlist and i want to know what it is.

Scarfogre is a Ky ogre with Choice Scarf The Scarf comes from Choice Scarf, and Ogre comes from Kyogre.

Choice Scarf comes to mind as a perfect item. With Scarf, Kyogre reaches 459 speed, which is faster than any non-Scarf Pokémon in Ubers, except Deoxys-S. -PO

It is Kyogre with a choice scarf i know from experience.
