  1. You can't breed spiky-eared Pichu or shiny Pichu. They're baby Pokemon.
  2. Spiky-eared Pichu can't be shiny.

Spikey Eared Pichu can't be Shiny.
"Shiny sprites for Spiky-eared Pichu exist in the coding of the games, although it is impossible to obtain due to the game assigning the Spiky-eared Pichu a fixed personality value that is predetermined according to the Trainer ID number and secret ID. This ensures that the personality value will never result in a Shiny nor a male Spiky-eared Pichu."

So it exists in coding, but it is impossible to obtain.
Actually according to the Musada method, there is now a 1 in 2048 chance that you will breed a shiny, (assuming you evolve your pichu into pikachu, otherwise you cannot breed) - not spiky eared, that is.
