I have never used Carracosta before but, Carracosta, being blessed with Rock/Water Type, could possibly be a counter to Rain counters with his Dream World ability. He also does not tak any damage from Sandstorm, so why not?
His typing also leaves him filer able to several type such as Grass type, which just so happens to be a common weakness to both Tyranitar and Hippowdon, the only two non-über Sand Stream users. So yes, he could. Probably not the best voice, but yes.
