I know you go to the cafe in Castelia City to learn Relic Song, but he didn't teach my Meloetta Relic Song.
Why won't it work and what do I need to do to make it work?

You can only active that Pirouette form in battle, you use Relic Song in battle, and Melottea changes form. There might be hacks to keep it in Pirouette form, but those are the only options.
