What tiers can Hippopotas be used in?

It shows up as Little Cup and there are no bans in place on Sand Stream. Does that mean it can be used in any tier?

If so, that sucks a lot. SANDSLASH!!!!!!!!!!!!!!!!!

trachy should should make an LC sand team and start beating up on the smogon users on PO XD.

I believe that Smogon allow Hippopotas to be used with Sand Stream in LC and OU. As well as Uber.
