Is there a move that its power depends on the users speed?

Question

I was trying to find a good move for my ninjask. I was wondering if there was a move that would go good with its speed boost. If there is a move, can i get that move in sapphire.

Electro Ball depends on how fast you are compared to the target.

Unfortunately, this move is only in Black/White and Black 2/White 2.

This doesn't suit Ninjask at all, but Gyro Ball does more damage the slower you are than the target.
