In SoulSilver, is trading the only way to get Castform, Duskull and Bagon?

With Duskull and Bagon, what do I do in the Safari Zone?

Castform-You can get him from the pokewalker (treehouse)

Duskull-the safari zone or the pokewalker (winners' path) the safari zone is easier since you need an event for the pokewalker course.

bagon-can also be found in the safari zone.
