Sorry, but it's impossible. You can only get Latios. But you can trade on GTS, or with your friends to get one!
If you obtained the Enigma Stone in an Event that passed, Latias would be waiting for you at Pewter City. Other than that, as what Gray Test said, trading (and hacking), there's no other way.
