The chance of a wild Pokemon appearance is each Pokemon appearance rate per square of grass. So if machamp has a 20% chance, volcarona has 10% then on that square of grass there is a 10% chance of volcarona and a 20% chance of machamp. It's a matter of what Pokemon can appear.
