I heard that if you use surf on a truck in skyarrow bridge, wait for it to reach driftveil city, then you use strength on the truck,mew will appear. Is this true?

When the truck gets to you, you go on the menu, select Pokemon, and then select the Pokemon that knows surf then select surf

No it isnt, you can only get mew from an event or glitching and hacking.
