"Looker" (Japanese: ハンサム Handsome) is the codename for a character introduced in Pokémon Platinum. He was first announced in an issue of CoroCoro as an International Police officer on assignment investigating Team Galactic and its plans. - Bulbapedia

Looker is a police officer of sorts, mainly his job is to keep an eye on team galactic.
