If so, how are they obtained? I know you can get them on PO, but what about the games?

They have not yet been released in America or Europe. They can be obtained through Pokemon Dream Radar(released Oct. 7, the same as Black 2 and White 2) for 3DS(AR Searcher in Japan). As for if that is the only way to get them I do not know. And as for PO I have no idea(I do not use it).
