it also depends on what type of shiny it is e.g the red gyarados in the lake of rage in H.G and S.S is a coulorized shiny the rarest shiny is silver and the second rarest is gold.

What do you mean, there's no gold or silver gyardos.

You will get a Turtwig that has a 1/8192 chance of being shiny unless one of the Torterras are foreign, making it a higher chance, which is 1/1639.
