What level does jynx evolve in soul silver?

Jynx doesn't evolve into anything. But if you mean what level smoochum evolves into jynx, it's level 30.

I think it also needs happiness, but I'm not sure.

According to Bulbapedia and the German Pokéwiki you only need to level it up to lv 30, without any need for happiness
