How do you get to rank 3 in Pokemon conquest?

You need to get your Eevee & Eeveelutions to an 80%+ Link. You can also catch Arceus to appear if you're in the Hero's episode at that point.

But I already had an 80+ link with my espeon so why didn't I get to rank 3.
