You didn't do these things then:

• Beat the Elite Four
• Get the National Pokedex

Do both, and Dawn's sister will start to talk to you after you talk to Dawn outside of Rowan's lab.

-Get the National Pokedex BY SEEING ALL THE POKEMON IN THE SINNOH REGION
