I have been trying for weeks on end to wake up snorlax in soulsilver. I have tried the blue flute, the pokegear, everything. Please someone help me.

You need to tune the Pokegear radio into the "Poke Flute" channel, which is at the top center of the circular tuner.

Then press A to "talk" to Snorlax and he will wake up and attack! It is level 50, by the way.

It's a good idea to bring a bunch of Ultra Balls, or Dusk Balls if at night, or Heavy Balls (made from Blk Apricorns) if you have them.

But, My pokegear won't tune into that station for whatever reason. What should I do?

The PokeGear is quite stubborn and picky about where you place the 'radar'. It is at the top of the area, in the centre of the top perimetre (or in other words, the middle of the very top of the area).
