When you don't turn on the C-Gear in the beginning of the game (B/W/B2/W2), it tells you that some features will be restricted. Exactly what restrictions are they?

well, basically, it means you cant use these things:
Online
IR
Wireless
you also cant mess around with it and change stuff on it while it is off, such as customizing it.
One last thing, surveys cant be checked with the C-Gear off.

That's not it. You can still use them in the game when you turn it on. But if you don't turn it on from the beginning, some things are restricted, the game says.

yeah, i know. the game means that you cant use those features if you dont turn on the C-Gear. you can use them, however, if you turn on the C-gear manually in the game...
