I'm just wondering if there are any ice type Pokemon before the Pokemon league, and where they are located.

• Cubchoo with Rattled can be found in the Hidden Grotto in Route 7.
• Spheal, Sealeo, & Walrein can be found in Undella Bay during the Winter while Surfing on the bubbles that sometimes appear on the water.
• Delibird can be found in Route 23 in the grass.
• Dewgong can be found in Seaside Cave while Surfing on the bubbles that sometimes appear on the water.
• Sneasel, Piloswine, Vanillish, & Delibird can be found in the cave on the Giant Chasm.
• Dewgong can be found in Giant Chasm while Surfing on the bubbles that sometimes appear on the water.
• Piloswine and Delibird appear in the Giant Chasm Forest.
• Mamoswine can be found in shaking grass in the Giant Chasm Forest.
• Sneasel with Pickpocket can be found in the Hidden Grotto in Giant Chasm.
• Route 13's Hidden Grotto houses a Spheal with Oblivious.

you can also get lapras in village bridge by surfing on rippling water. it's only a 5% chance for encounter but it's worth it
