In Pokemon Conquest, how do I evolve a Pokemon with maxed out link?

Thats because you cant get it to evolve with that warrior. You have to get the Rufflet to have 119 Attack. To do this you need more link. Try a different warrior.

What i mean by that is that you have to recruit a new rufflet to a new warrior
