Why are Beldum,Metang and Metagross in the Hoenn Pokedex?

Because they were introduced in Gen. 3 (Hoenn), and are native to the Hoenn region.

No, you get a beldum as a gift from steven. Whether they can be caught in other regions are not, they are native to Hoenn
