I really didn't know how to word this question. But anyway, let's say I wanted a Growlithe to learn a certain move before I evolve it. Outrage, for example. It learns that at level 43. But I want it to evolve it and make it learn ExtremeSpeed, which Arcanine can learn at level 34. I wouldn't happen to be able to make it learn both moves, correct?

You can if you have a Heart Scale, teach it Outrage at LV 43, and use the Heart Scale to make it learn Extremespeed. Other than that, then no.
