Why wasn't Serperior forced out?

I was battling a Lickitung with my Serperior(Silvene). Silvene tried to use Dragon Tail. The Lickitung used Me First, and used Dragon Tail, and it hit. Instead of Silvene being switched out of battle, Silvene used Dragon Tail, it did NOT defeat the Lickitung, and since it was a battle with a wild Pokémon, the battle ended.
Why didn't Silvene switch with one of my other Pokémon when Dragon Tail was used against it? I had a team of 6 Pokémon, none of them fainted.
Does Me First nullilfy added effects such as being forced out?
Or was it a glitch?

Start of turn 1
Mewtwo used Me First!
Mewtwo used Dragon Tail!
It's super effective!
The foe's Giratina lost 26% of its health!
The foe's Eevee was dragged out!

We checked Circle Throw, which also phazes:

Start of turn 1
Mewtwo used Me First!
Mewtwo used Circle Throw!
It's super effective!
The foe's Lucario lost 67% of its health!
The foe's Eevee was dragged out!

I tested this with user ♠SpumWack♠ and it seems that the phazing does occur. We checked for secondary effects as well:

Start of turn 1
Mewtwo used Me First!
Mewtwo used Bulldoze!
The foe's Groudon lost 30% of its health!
The foe's Groudon's Speed fell!
The foe's Groudon used Bulldoze!
Mewtwo lost 92 HP! (30% of its health)
Mewtwo's Speed fell!

Bulldoze's Speed lowering still occurred.

So it was most likely a GLITCH.

Erm u said eevee was dragged out, there were no eevee, only mew2 and lucario, what is going on
