User pukacho keeps writing answers that should be comments or questions and I am getting annoyed having to make them comments
It happens speed freak. Just continue what you are doing. If it makes you feel better, vote down the answer before making it into a comment (I do that.)
It's worth adding a comment afterwards, telling him/her to use comments in future, not answers.
You can also just hide the answers if they wouldn't make useful comments.
