name change after you're banned?

Question

everybody remembers good old cyndaquil guy, right?
who got an IP perma ban?
last i checked, his username was cyndasaur, but now its crazy garchomp!? (and no, its not another user)
he is banned, but he's still able to change his name? i dont get it.
please help me figure this out.

A banned user is still a user. Being banned just means you cannot post anything either on chat or on the Pokebase or following sections. You can still accesse your profile and change it, this includes name changing.

Hope I cleared it up a bit.
