Would it be that maybe Pokémaster may not want to add this feature because he thinks if we found out who did it we'd hold a grudge against that particular user and downvote all of they're questions?

Well, some people like privacy, in not showing everyone what you up/downvoted. Plus, like you said, some users might get mad at people for downvoting them like once.
Mods might be able to use this, but regular users no.
Well, yeah. It's like a secret upvote/downvoter. But it's too private to ask for.
This would discourage people from voting, because then someone could be a) spammed for more upvotes or b) asked why they downvoted something.

If you value your privacy about who you vote for, on your account you can just set a privacy option. Simple. ;/

Yes that is basically the reason. It would undoubtedly cause arguments.
