Have bold and italics in chat.

Question

Just like in the Pokemon Showdown chat, we should have bold (ctrl+b) and italics (ctrl+i) text in the pokebase chatroom, this would prevent excessive use of caps and tbh pretty helpful.

This has already been denied before. Boss said that it was unnecessary, and would be abused or trolled with (or something along those lines)
