That not a glitch it's just that only the Pokebase part has limitations on questions. On the Meta and Battle Subway sections you can post/answer stuff without the need for the moderators/editors/Pokemaster to approve your question/answer.
As for the points if I'm not mistaken that's because you haven't confirmed your email address.
