The question/post doesn't provide much info, so here is everything you would ever want to know about this event (and then some).
The thing going on is a Super-Size Pumpkaboo distribution event going out over Wi-Fi in both Europe and North America.
To get it, open your game, and go to "Mystery Gift", then to "Use Internet" (btw I'm doing this from memory... just choose the things that seem logical :P). The Pumpkaboo's card will show up, and unless something in your game is stopping it, you can pick it up from any delivery girl in a Pokemon Center.
