I only have 86 points on Pokebase, why can I vote down? (on Pokebase)

Doesn't it take 100 points to vote things down on Pokebase?

You need 80 to vote down. I went and looked at an account that had 78 points, and it couldn't vote down. Then when I looked at one with 80, and it was able to.

If this is where you got that info from, the page was outdated. I'll update/ correct it a bit now.
