Because people DON'T know the answer. Not many people read the manga, and many of it's questions require you to sift through 200+ pages of it. Also, Pokemon manga is as fan made as the anime is, and we do have questions in that.

Yes, you may. There's no rule for fan-made content, only unofficial content. Pokemon Adventures is official content released by a book publisher.

That rule is there to stop unofficial and potentially illegal fan games from being discussed on the site. Pokemon Adventures does not fall into that category.
