Not sure exactly what you mean by "format", but in terms of programming:
- The 'output' of the site (i.e. the part everyone sees) uses HTML and CSS like all websites do, plus some Javascript (for the menu).
- Behind the scenes we use PHP with a MySQL database.
- The Q&A section uses a special program from question2answer.org

Thats what I wanted to know. thanks. I am an amateur programmer and I wanted to know how to make a site this detailed. (I only know HTML and beginners CSS, so...)
