What do you mean? "Automatic IP scan" doesn't make any sense ;)

When a person registers for this site, disallow them to enter if they have the same IP by using an automatic IP scan. So, if I register, IP scan me before letting me register. If my IP is the same as another user, then the site disallows registration.

Sorry we can't do that as there are some people who legitimately have multiple accounts on the same IP - brothers/sisters in the same house, or anyone using school computers. Certain other settings as well like using a "proxy".

Any banned IP address cannot create a new account.
