Utility Pokemon. Use the most of what it has to offer, and why did you choose Timid as its nature when you gave it a physical move, Rock Blast?
Item: Black Sludge
Ability: Aftermath
Nature: Bold
EVs: 252 HP, 252 Def, 4 Speed
* Toxic Spikes
* Spikes
* Clear Smog
* Giga Drain

Item: Black Sludge
Ability: Levitate
Nature: Bold
EVs: 252 HP, 200 Sp. Atk, 56 Def
* Will-O-Wisp
* Pain Split
* Sludge Bomb
* Clear Smog/ Thunderbolt
After Garbodor's finished with its entry hazards, Weezing can act as a physical wall. Will-O-Wisp to decrease attack, Clear Smog to deal with calm mind/ swords dance stallers.

Your EVs make no sense. If you're giving it a Guts Burn set, then why did you put EVs in special attack? Guts does nothing to that stat, and you have no special attack moves. Also, Ursaring has a depressingly slow speed, so it needs to sweep before it's swept. Investing EVs in Defence is a waste of time; you need to maximise its speed.
Item: Toxic Orb
Ability: Quick Feet
Nature: Jolly
EVs: 252 Attack, 252 Speed, 4 HP
* Facade
* Crunch
* Close Combat
* Protect
Protect is there to make sure Toxic Orb activates, in case your opponent has Will-O-Wisp. Quick Feet is the ability I chose because Ursaring has a really slow speed for a powerful sweeper (and bad defences too). If you want, you can give it Guts instead, but it's liable to KO'd before it can do anything with its speed.

Shell Bell is a relatively useless item. You also don't need Rock Polish and Flame Charge on the same set; you either go for quick speed boost or speed boost + damage.
Item: Life Orb
Ability: Solid Rock
Nature: Modest
EVs: 252 Sp. Atk, 252 Speed, 4 HP
* Rock Polish
* Fire Blast/ Flamethrower
* Earth Power
* HP Ice
I would actually go for Flamethrower over Fire Blast, since it's 100% accuracy vs. 85%, but if you want to take the chance and go for the higher base power, then it's your choice.

Item: Sharp Beak
Ability: Early Bird
Nature: Jolly
EVs: 252 Atk, 252 Speed, 4 Def
* Roost
* Brave Bird
* Return
* Quick Attack
Standard sweeper set.

Rivalry is a rubbish ability, considering that Luxray has two other abilities that are much better for a sweeper. In the even that your opponent is the opposite gender, your attack will drop by 25%. Luxray has a significantly high Attack state which means its special attack is something that is not as useful in comparison. Luxray is too frail to set up Rain Dance, and its aim is to sweep ASAP.
Item: Choice Scarf
Ability: Intimidate
Nature: Adamant
EVs: 252 Atk, 252 Speed, 4 Def
* Wild Charge
* Crunch
* Ice Fang
* Superpower
Basically, this team aims to sweep as fast as possible. That means you need to maximise speed and attack, forfeiting defences (for most of your Pokemon). After Garbordor sets up entry hazards, follow through to relentless attacking.
