Still, Scald > Hydro Pump. It is nice because it can COMPLETELY cripple physical attacker with no boosting moves. Or you could  go Surf because Hydro Pump really doesn't have enought PP.

Three ice weaknesses (double in the case of flygon), is gonna hurt. You may want to add an entry hazards user (roserade learns toxic spikes if that the way you want to go). A rapid spin user or Xatu  is also advised to help in dealing with Yanmega's awful stealth rock weakness. Blastoise can also serve as your bulky water, but it gets rapid spin.
