Alright so first off I'm going to point out some glaring problems (well to me :P)
First off, Scizor's moveset is flawed - You're seriously running U-turn on a boosting sweeper? And the only other attack is Superpower which gets rid of half your Swords Dance boost as well as 1 stage of your defense - not a good idea.
Empoleon, Magmortar, Absol and Sceptile are fine really, but the problem is this is in OU, so they're probably outclassed.
Now. Garchomp. I'm suprised noone's pounced on this yet - Garchomp CAN'T LEARN DRAGON DANCE. I would have thought trachy or someone else would have killed it by now ;3. Check Bulbapedia or anything, it can't learn it. So if you somehow got this onto your Game Cartridge, you hacked, I'm not rating this, goodbye forever.
Now to the overall team. You have one pokemon who can take hits - Empoleon. Typing wise your team isn't horrible, but you hate fighting type attacks with a vengeance. However, any strong nuetral attack can rip through your team, since guess what almost none of your Pokemon can take hits.
Anyway So here's my 'rate' of your team, though remember this is basically from a competitive standpoint and can only really be implemented on battle Simulators like Showdown.
First off Scizor. Remember what I said about it? Yeah, change the set. I'm going to keep the main characteristic, being to setup and sweep and change it to;

EVs: 252 HP / 40 Atk / 216 SpD

~ Bug Bite
Bulky Sweeper Scizor. Boost up with Swords Dance, and kill stuff with STAB Bullet Punch and Bug Bite which like the Technician boost as well. Roost lets you get back some health. The EVs are set so it can take 2 Focus Blasts from pokemon like Reuniclus, and the rest are dumped onto attack.
I'm going to skip your Sceptile, Magmortar and Absol for later. So I'll be doing Empoleon & Garchomp next.
Empoleon. Sub-Petaya, nothing wrong with it, but you need something to take hits and stuff so;

Specially defensive Empoleon. Normally Stealth Rock would be the option for the first slot but you'll see why I ditched it for Toxic later on. However, you can replace that with Protect to scout for super effective moves, like Volt Switch and stuff and switch to a Pokemon who can take it like a boss. Scald/Ice Beam for offensive coverage and Roar to phaze cause we all hate set up pokemon. EVs are obvious, dump it into HP/SpD for bulk and the remaining 4 on SpA because you have 2 special attacks.
Garchomp. Dragon Dance I mean wut, it can't learn it. You lack a decent revenge killer so ScarfChomp lez go!

EVs: 4 HP / 252 Atk / 252 Spe
~ Stone Edge
~ Dual Chop
Outrage/Earthquake for awesome STAB, Stone Edge forms Edgequake combo, and hits more stuff and Dual Chop for the ability to break Substitutes, even though it's got the same typing and Outrage, which you will probably be spamming alot more.
Now to the rest of your team. Currently you don't have a resistance to Fighting or Ground attacks, so I decided to throw Absol out the window and put in Landorus-T
Landorus-T @ Leftovers
EVs: 248 HP / 172 Def / 88 Spe
~ Stealth Rock
~ Hidden Power Ice
Offensive Pivot Landorus-T - he can take the fighting attacks and is immune to ground. Stealth Rocks is here, so screw using Empoleon for stealth rocks. U-turn lets him run away, and his base 145 attack allows U-turn & E-quake to hit hard without investment. Hidden Power Ice gives you extra coverage which means screw you Gliscor/Breloom/That stuff
So for your grass type Sceptile, I chucked it out as well. Celebi is better >:C

EVs: 60 HP / 252 SpA / 196 Spe
~ Leaf Storm
~ Earth Power
~ Thunder Wave
Offensive Celebi. Leaf Storm/Earth Power give it pretty good coverage, Thunder Wave cripples alot of common Celebi switch ins and Recover lets you get back health and be stally i suppose. Celebi's good base 100 stats everywhere lets it still take hits, even without much investment.
Last but not least, you did have your Magmortar. Yeah outclassed >.< Might as well chuck a spinner and another special attacker in since everyone hates hazards;

EVs: 252 SpA / 4 SpD / 252 Spe
~ Hydro Pump
~ Ice Beam
~ Rapid Spin
Woo Starmie. Best offensive rapid spinner (Screw you excadrill, you aren't in ou =.=). Hydro Pump has nice STAB, and strong base power hitting super effective and neutral threats hard. Thunderbolt/Ice Beam give boltbeam coverage, and it ain't a rapid spinner without Rapid Spin.
Anyway yeah that's my 'rate'. I revamped most of your team, and the synergy looks pretty good. If you want to use it have fun :3
