Just for the record, this team is allowed. Do not flag it. Stats are a good enough replacement for EVs.

Replace flareon with maybe Ninetales. Wider movepool, high spatk (Most fire moves) and coverage

Flamethrower (STAB, great power)
Psyshock (Special wall?)
Dark pulse (Flinch, physics)
Energy ball (Water types?)

And reset palkia's moverset

Palkia @Lustrous orb

252spatk, 125spd, 147hp

Special rend (Crit-hit ratio, STAB)
Thunderbolt (Water types, coverage, paralysis)
Surf (STAB, good power)
Aura sphere (Perfect accuracy, good power, coverage)

And maybe replace thunderbolt with thunder in rain teams

Articuno doesn't have the bulk (Although defenses and ok) for toxic. One rock move and it's gone (mind stealth rock too) All out attack should do fine, or replace it.

Other than these it is alright, maybe replace Jolteon's thunder with magnet rise? ( unexpected and escape E-quakes, has speed to set it up)

I havent actually taught articuno any moves yet. Its from gen 3 so i'm pretty sure i can teach it water pulse correct? to defend against rock and fire types.
