This needs serious work.
Empoleon @ Petaya Berry:
EVs: 252 HP / 8 Speed / 248 SAtk
- Hydro Pump / Surf
- Flash Cannon
- Ice Beam / Stealth Rock / Agility
Here is how it works:
SubPetaya is the most common strategy on Empoleon, and for good reasons. First, it renders Empoleon immune to Toxic, Burn or other ailments. Then, at 25 % of your health -which is likely to happen because by using this set you have to spam Substitute, Petaya time! A buff in special attack, plus Torrent Boost. This makes Hydro Pump so strong. Now, if the 5PP it has are too low, you may try the weaker Surf. Anyway, the difference is not too big. Flash Cannon was bad back in the time as an offensive option. However, now, it is totally viable due to Sylveon, Florges and Clefable everywhere. Ice Beam is supplementary coverage, although there is not really a difference. If you prefer, you can run Agility. This will double your speed, reaching as high as 316, which is all decent. Stealth Rock is also an option for cheap damage at entry, which is nice to keep if you control the field well.
The EVs mainly go for HP and Special Attack. At 372 HP, a Substitute has 93 HP, which is okay I guess. 101 Substitute would've been nice, but sadly the penguin is not okay with that. Naturally, Special Attack needs boosting while not being bad. The 8 remaining EVs go to speed for speedcreeping base 60 like Sylveon, Swampert and others.
I'd prefer using Roserade at its true niche, now that Sleep Powder and Spikes are legal together.
Roserade @ Black Sludge:

EVs: 252 HP / 240 SDef / 16 Speed
- Sleep Powder
- Toxic Spikes / Sludge Bomb / Substitute
- Giga Drain
While not exactly big, Roserade has the perfect movepool for her role. Roserade is pretty bulky on the special side so you will be able to do a Sleep Powder anyway, which will help a lot shutdowning some threats that aren't named Vital Spirit Magmortar. While your opponent sleeps, you will be glad to get three layers of spikes and a substitute plus replenished HP if possible. How, you ask ? Between Toxic Spikes, Sludge Bomb and Substitute, the choice is though. Toxic Spikes, while not weak, is not really used because a single grounded poison-type Pokémon -and bar Crobat's family, all of them are grounded, and your efforts evaporates. Sludge Bomb can leave a massive dent in some specially sensible foes, while Substitute will provide durability for our fragile rose. Anyway, Giga Drain is a staple to the set because you need healing Roserade to maintain her healthy. Use it as a status absorber as well, because of Natural Cure.
The EVs go for HP and Special Defense to give Roserade durability on the frequent special side. As HP is more important, and for not ending up in a speed tie, you will be glad to use 16 remaining EVs in speed.
If you prefer to be more original, you can do the 252 HP / 214 SDef / 44 Speed for outspeeding Adamant uninvested Arcanine -and that's the bulky Arcanine with Intimidate and Will-O-Wisp for physical creeping and base 95 uninvested with neutral natures or slower.
It has 418 Speed at level 100 after a Rock Polish. If you want 453, Jolly > Adamant, although you don't have to bother catching another Golett then repeat the training just for a nature. 418 is nice, too. But Sitrus Berry is the wrong item. Life Orb is just better.
Choice Item > Safety Goggles (o_o)
Trick > Shadow Ball
Its role will be to cripple walls.
Lol, no. Regigigas is hampered by its ability. Anything can beat it in 5 turns. It is too slow and too weak before the 5 turns. Unless it had Detect, Protect and Detect in a row could work, but then the attacking options would be limited. Don't use it. You need a strong special attacker, so go for:

- Rapid Spin
- Psyshock / Ice Beam
Rapid Spin is the exact weak move, but with the exact best effect, removing hazards. It synergizes well with the team overall. Thunderbolt is a good coverage move to have. You may chose Ice Beam over the STAB Psyshock for Bolt-Beam coverage. Surf is another STAB.
