I've always wanted to attend at least one VGC just for the experience. Unfortunately, until I can do that, all I can do is build teams. This latest team has been my most successful team by far, but even so some elements in the game just escape me sometimes. Now I'm new to the online part of this so forgive me if this isn't perfect.

Ability: Sand Stream

Basic Stealth Rock setter. I've also found him quite useful for weather control.

Just, wow. This thing can be pretty scary, but it's very situational. Unfortunately, I can't seem to find a better support for the type of team I've set up.

Rotom Wash @ Leftovers
Ability: Levitate
EV: 252 HP / 4 SpA / 252 SpD
Calm Nature
-Hydro Pump
-Volt Switch
-Will-O-Wisp
-Rain Dance

At the time I made this rotom, I needed a bulky rain setter. I want to replace Rain Dance, but I don't know what with...Something to cover Primal Groudon. That thing just walls this pokemon.

Modest Nature

Basic, but surprisingly effective revenge killer. It's also an amazing Dragon deterrent, which with the advent of Mega dragons is an invaluable skill to have.

Physical sweeper. Insanely good at his job, and a decent revenge killer. Fairy deterrent.

-Haze
-Roost

Crobat I just made, and he has proven his worth in every battle. Screens are ignored, subs are shut down, and the sheer power of Brave Bat is terrifying. Haze prevents any setup sweepers or walls and the surprising durability this bat possesses is astonishing to behold. 120 base speed is always welcome as well.

Ummm…

I think you misunderstand VGC, if thats the format you want to play at all. VGC is doubles, and it doesn't need Stealth Rock setters, Rain Dance, Haze or things to cover Primal Groudon. Your team is pure singles i.e not meant for VGC environment.
Yeah, I know that VGC is doubles. I've found though that this set up works surprisingly well in doubles, though. I would like to know why those aren't viable options in more detail though. Like I said I'm still kinda new to this.
What Scilicet said. You are also wasting EVs due to how the distribution of stat points works at Lv. 50. Most of your Pokémon are running less-than-optimal sets, too. Here are how they are commonly used:

Tyranitar – As a Scarfed Sand setter alongside Excadrill, Amoonguss, Rotom-W, Aegislash, and filler.

Klefki – Nowadays it's called Thundurus.

Rotom – Sitrus-clad Special attacker, armed with Thunderbolt and Protect in place of Volt Switch and Rain Dance.

Gardevoir – Very, very few use Scarf or Specs anymore. Use it as your Mega.

Lucario – Generally a poor 'mon. Crippled by Thunder Wave, WoW, and Intimidate. I doesn't do too hot against a lot of the meta.

Crobat – Super Fang / Tailwind support armed with Sitrus Berry or Focus Sash.
