Which tier is this? I'm guessing this is OU, but I would like to know. You can expect a rate from me soon.
Yes, it's the OU tier.
Drought isn't banned in OU and even if it was, you can't change Megazard Y's ability

Charizard-Mega-Y (F) @ Charizardite Y
Ability: Drought
Shiny: Yes
EVs: 4 HP / 252 SpA / 252 Spe
Timid Nature
- Fire Blast
- Solar Beam
- Roost
- Focus Blast

Fire Blast is STAB and has better cover than Air Slash.
Solarbeam is on sun and has high power and moreover it gives you the most needed water/ground/rock coverage
Roost is for a longer reign of terror upon your enemy with the annoying heal
Focus blast gives cover agains Dark/Fighting/Rock/Steel/Normal types and it has high power.

Cloyster @ Leftovers
Ability: Skill Link
EVs: 252 Atk / 4 SpD / 252 Spe
Adamant Nature
- Shell Smash
- Icicle Spear
- Razor Shell
- Explosion

This set I use for Cloyster.
After one Shell Smash you'll have enough buff to sweep
Yes I use Explosion because Water/Ice typing gives you pretty much cover and is only a trump card for when it you're close to die.

Explosion Cloyster? Lol that defeats the purpose of setting up, Rock Blast would be preferred as it provides a lot of neutral hitting coverage where Icicle Spear can't.

GamerOmega has some good sets listed with Zard and Cloyster. Another Zard Y set is

Charizard-Mega-Y @ Charizardite Y
Ability: Drought
EVs: 60 HP / 252 SpA / 196 Spe
Timid Nature
- Fire Blast
- Solar Beam / Roost
- Earthquake
- Flame Charge

The speed allows you to outspeed Landorus-T and outspeed scarf Lando after a Flame Charge. Earthquake is a 2HKO on Heatran which normally walls Zard Y and can get off an Ancient Power (which is rare) or Roar you back out onto Rocks which is another 50% you're taking for no reason. If you're playing on showdown or at level 100, try

Charizard-Mega-Y @ Charizardite Y
Ability: Drought
EVs: 72 HP / 252 SpA / 184 Spe
Timid Nature
- Fire Blast
- Solar Beam / Roost
- Earthquake
- Flame Charge

The sets essentially do the same thing, it's just more investment is needed at lv 50. If you go with GamerOmega's set, try only running 220 speed EVs isnstead of the EVs I listed above. It's enough to outspeed Kyurem-B which is the only other thing you're gonna want to outrun as Fire Blast is a guaranteed OHKO after Stealth Rock if he's running 0 HP / 0 SpDef

Run Foul Play Mandibuzz as well and not Knock Off. If you run Knock Off, you risk becoming setup fodder to any sweepers.

For Garchomp, try Impish nature instead of Adamant. Replace Outrage with Dragon Tail and then you can replace Stone Edge with Toxic so you can hit things like Rotom, Quagsire, etc it's for bulky water types mainly. I know how Toxic sounds; I wasn't too big on it myself first time I started running it but it's very useful and effective most of the time. That's the standard lead chomp / tank chomp set

Other than that, everything looks good. Hope this helps ^^

A physical Charizard Y? Lol there is this thing called Hidden Power Ground, which is actually gaining traction. Also on a previous comment of yours, when at +2 and cloyster goes BOOM (explosion) it really hurts. Knock Off is generally better than Foul Play, as some Pokemon are very reliant on certain items. Also those are not optimal EV sets. Furthermore, and this is more of a personal opinion, there are pokemon that preform the role "Tank Chomp" much better, just go for hyper offense.  Niv_Stormfront try my personal worlds set for Charizard Y:

Charizard @ Charizardite Y
Ability: Blaze --> Drought
EV(s): 124 HP, 92 Defense,132 Special Attack, 4 Special Defense,156 Speed
Modest nature
Flamethower
Solar Beam
Overheat
Ancient Power

While mine is made for VGC 14, it will adapt nicely to the singles environment. Flamethower was traded for Heat Wave and Overheat was swapped for, now that Protect is not needed. Overheat acts a nuke when Charizard is about to faint, or can easily be reset by switching out. With Charizard’s insane high Special Attack Stat + Drought + STAB + Overheats base 140 power =death to some Pokémon. Ancient Power offers nice coverage and surprise factor, also that nifty chance to boost stats. Finally Flamethower and Solar Beam are standard.
Tank chomp is OU standard you have no clue what you're talking about in that regard.  The only other thing that does that job just as well is Ferrothorn but Ferrothorn can't force switches with DTail or apply pressure to Heatran.

My bad about EQ over HP Ground, last time I checked EQ did more to SpDef Heatran but I was wrong on that one.

And yeah I get the point of Knock Off but it isn't good on Mandibuzz. Let's say you're in against Megazard X; what do you do? Nothing. Its going to set up in your face while you watch it happen. Same with Feraligatr or Salamence or literally any other physical setup sweeper.

And you told me the EVs were not optimal as in Zard or what? Zard EVs are meant to out speed one thing specifically as well as standard Manaphy. You literally just listed a VGC set and said it was viable in OU. Earth Plate Lando would destroy you first chance it got and you wouldn't be able to do anything about it not to mention Manaphy and Kyurem-B both out speed 156 speed Zard.

Lastly you just justified Explosion Cloyster. What specifically is that meant to hit? Things like Keldeo that switch into Cloyster normally? Any player with half a mind would remove Keldeo before even considering setting up anyways
@Unstoppable that Charizard set isn't optimal. At all.

-First off, You're running Flamethrower and Overheat on the same set. You don't need 2 fire moves; Fire Blast has base 110 power, hits hard consecutively, at the cost of 5% accuracy- as opposed to Overheat's 120 base and 90% accuracy that can only be used once and you're forced to switch out or sack the thing. And Flamethrower doesn't hit anything very hard compared to these two.
-Second, you're running Ancient Power Charizard. The ONLY reason that is ever run is for VGC sets to hit other Megazard Y's, or Talonflames, which OKHO you with priority Brave Bird in OU. Megazard Y isn't as common in OU SINGLES so it's practically a waste of a move.
-Those EVs tho?
-Last, you seriously just talked up HP Ground in your comment and then didn't even add it in your set at all; you're too busy talking up that Ancient Power I guess amirite? Kappa
